Slavi Pantaleev 717de2c7fb Do not let the apt cache prewarming changed_when expression mask apt failures 
When updating the apt cache fails, the module's result carries no
cache_updated key. The changed_when expression still gets evaluated, and
since ansible-core 2.19 evaluates conditionals strictly, it raises

> object of type 'dict' has no attribute 'cache_updated'

which is what gets reported, instead of the actual reason the apt cache
could not be updated.
